I feel some doubt at this because the instructions are applicable to the XMI Section of the expiring Ordinance No. 8 of 1866.
So as to meet the instructions laid down in that despatch, you should find it easy to register a contest under that Section.
4. From Mr. Smith's report, I do not see how it can be difficult to register a contest gambling house than to register a "Contagious Diseases" one.
I enclose a copy of the 7th of August (despatch No. 206 of that date) and hope my note can be sent to Kennelly to discuss with Lost Cameron's instructions.
